Points to Remember:

If short forms of 'not' are used in the active voice, the passive voice too is written with the short forms.

Examples:

Active: Why don't you like him?

Passive: Why isn't he liked by you?

Active: Why aren't you eating rice?

Passive: Why isn't rice being eaten by you?

Active: Who hasn't  seen the boy?

Passive: By whom hasn't the boy been seen?

But if there is no short form, the voice is changed as follows:

Active: Why do you not like him?

Passive: Why is he not liked by you?

Active: Why are you not eating rice?

Passive: Why is rice not being eaten by you?

Active: Who has not seen the boy?

Passive: By whom has the boy not been seen?

Further, Sentences of the future continuous and the perfect continuous tenses do not have passive forms.  Hence they are not treated here.
